2 Jaffna University Students shot dead by Sri Lanka PoliceAnthare - IUSF Strongly condemns this brutal deadly incident. ආණ්ඩුවේ පොලිස් මැරයන් වෙඩි තබා යාපනය සරසවි සිසුන් දෙදෙනෙකු ඝාතනය කිරීම තරයේ හෙලා දකිමු!

Sri Lanka Criminal Investigation Division (CID) of police has commenced an investigation into the deaths of two Jaffna University students, who were travelling on a motorcycle in Kankasanthurai.

The Postmortem into these deaths are now being held, and five Police officers suspected for the case have been arrested and immediately interdicted, the Government Information Department said in a statement.

During the postmortem of those two killed students, bullets were recovered in the body of one of the dead studenst, and immediately a tense situation began to erupt, but gradually normalcy restored.

According to available reports, yesterday around 11.30 PM two students died due to shooting and both of them were third year students of the Art Faculty of Jaffna University - Vijayakumar Sulakshan (24) from Kanthorodai, Chunnakam and other is Nadaraja Kajan (23), from 155th Mile Post, Kilinochchi. They both died, according to a report, while riding the motorcycle.

It has been revealed that the victims had been returning from a party in Kokuvil when the police ordered them to stop.

They proceeded without heeding the order and the police opened fire seriously injuring the rider.

Both University students, according to information, their deaths said to had occurred near the Kulapiddy Junction located in Jaffna -Kokkuvil road. Bodies of the deceased students were recovered and taken over to the Jaffna Teaching Hospital.

In the initial inquiry by the police, it was revealed that the motorcycle the students were riding clashed against a parapet wall in the road, as the rider might has lost control of the motorcycle due to overspreading. The police claimed the victims had been drunk at the time of the incident.

The postmortem inquiry has revealed that the rider had suffered two gun shot injuries to the head and bullets were recovered and it was announced that he died of gunshot injuries. The postmortem report stated that the other student in the pillion of the motorcycle died when their motorcycle crashed into a wayside parapet wall.

The Police Magistrate of the Jaffna Courts S.Sathieswaran who conducted the postmortem, as there were gunshot injuries in the body of one student he gave his verdict that the deaths as ‘murder’. He also ordered to conduct further investigation into the deaths of the two University students.

In the meantime, President Maithripala Sirisena had called for an immediate probe into the deaths of the two University students who had died in Kokuvil, Jaffna morning (21).

He has also ordered to interdict all police officers on duty at the Kulappiddy Junction in Kokuvil when the incident had taken place.


All necessary steps have been taken to ensure that the law is properly implemented in this regard, the government statement added.

Tamil Guardian reported that one of the students was shot to death while the other was beaten to death. The two studnets have been identified as 23 year old Nadarasa Kajan and 24 year old Pavunraja Sulaxan.

However, an official police statement said the motorcycle they were travelling on ran off the road and hit a wall injuring the two students seriously. They have succumbed to their injuries upon admission to the hospital, according to the police statement.

The leader of the Tamil National Alliance R Sampanthan has reportedly called on the Inspector General of Police for an impartial investigation into the deaths.

යාපනය කකන්සන්තුර මාර්ගයේ කුලප්පිඩ්ඩි  ප්‍රදේශයේදී මෙම වෙඩි තැබීම සිදු කොට ඇත. පොලිසිය පවසන්නේ පොලිස් අණ  නොතකා යතුරු පැදිය  ධාවනය කිරීම මොවුන් දෙදෙනා උත්සාහ කල අවස්ථාවේ අනතුරට ලක් වූ බවයි. නමුත් පොලිස් වෙඩි තැබීම පිලිබඳ සිදුවීම වුවමනාවෙන්ම  වසන් කල බව පැහැදිලිය. 
මේ සම්බන්ධයෙන් රජයේ ප්‍රවෘත්ති දෙපාර්තමේන්තුව නිකුත් කරන නිවේදනයේ සඳහන් වන්නේ යාපනයේ සරසවියේ සිසුන් දෙදෙනෙකු මිය යාමේ සිද්දියට අදාලව පොලිසියේ 5 දෙනෙකුගේ වැඩ තහනම් කල බවයි. මෙය සාමාන්‍ය අනතුරක් පශ්චාත්  මරණ පරීක්ෂණය පැවැත්වීමටත් පෙර පොලිසියේ නිලධාරීන්ගේ වැඩ තහනම් කිරීමේ හේතුව කුමක්ද? පශ්චාත් මරණ පරීක්ෂණයට අනුව යතුරු පැදිය  පැදවූ සුලක්ෂන් සහෝදරයට වෙඩි වැදී ඇති බව තහවුරු වී ඇත. ඒ අනුව මෙම මරණ දෙකම සිදුව ඇත්තේ පොලිසියේ වෙඩි තැබීම හේතුවෙනි. එසේනම් මෙම මරණ දෙකම ඝාතනයන්ය. පළමු කොටම මෙම ආණ්ඩුවේ පොලිස්  මැරයන් වෙඩි තබා යාපනය සරසවි සිසුන් දෙදෙනෙකු මෙලෙස ඝාතනය කිරීම අප තරයේ හෙලා දකින්නෙමු.
මේ වන විට මෙම සිසුන් දෙදෙනා බීමතින් සිටි බවටත්,පොලිස් අණ  නොතකා ධාවනය කල නිසා වෙඩි තැබූ බවත් පොලිසිය පවසයි.  පසුගිය කාල සීමාව තුල මෙරට පොලිසියේ ක්‍රියාකලාපය දෙස අවධානය යොමු කිරීමේදී පැහැදිලි වන කරුණු කිහිපයක් ඇත. මෙලෙසම පොලිස් අණ  නොතකා ධාවනය කලේ යැයි  නිට්ටබුව ප්‍රදේශයේදී තරුණයෙකු ඝාතනය කෙරිණ. පොලිස්  අත්අඩංගුවට පත් සැකරුවන් පොලිසිය තුලදී ඝාතනයට ලක්වීම්,පහරදීමේ සිදු වීම් ගණනවක් වාර්තා විය. එම සිද්ධීන් 
වල වින්දිතයන්ට යුක්තිය ඉටු වුයේ නැත. 2012 වර්ෂයේදී ඝාතනය කෙරුණු ජනක බණ්ඩාර ඒකනායක හා සිසිත ප්‍රියංකර සහෝඅදර්වරුන්ගේ ඝාතනද මුලින් වාර්තා කලේ සාමාන්‍ය රිය අනතුරක් ලෙසටය. මෙම සිද්දිය සම්බන්ධයෙන් අදහස් දැක්වූ ආරක්ෂක ලේකම් වරයා ප්‍රකාශ කර සිටියේ දකුණේත් එවැනි වෙඩි තැබීම් සිදු වන බවත් එයින් මිනිස්සුන් මරණයට පත්වන් බවත්ය. මෙම ප්‍රකාශය ඉතා බරපතල ප්‍රකාශයකි. එයින් ප්‍රකාශ වන කාරණය නම් පොලිසිය  හමුදාව යනු ආණ්ඩුවේ නිල ඝාතන ව්‍යුහය බවයි. 
පොලිසි හමුදා පවතින්නේ රටේ,ජනතාවගේ ආරක්ෂාවට බව ඒත්තු ගැන්වීම සඳහා පාලකයන් හැම විටම උත්සාහ ගනිමින් සිටී. නමුත් දැන් ජනතාවට සිදු ඇත්තේ පොලිසියෙන් ආරක්ෂාවීමටය. මෙවැනි සිද්ධියකදී ස්වාධීන පොලිස් කොමිසම, මානව හිමිකම් කොමිසමට පැමිණිලි කිරීම් සම්බන්ධ අදහස් මතු වේ. නමුත් පසුගිය කාලය තුල සිදු වූ මෙවැනි සිදුවීම් ගණනාවක් සම්බන්ධයෙන් යුක්තිය ඉෂ්ඨ කිරීමට මේ කිසිඳු ආයතනයකට නොහැකි විය. එයින් හොඳාකාරවම පැහිදිලි වන කාරණය නම් පොලිසි හමුදා යනු රජයක නිල මර්දන උපකරණ වනවා සේම ස්වාධීන කොමිෂන් සභා යනු මේ පාලනයේ යහපත් බව පෙන්වීම සඳහා පාවිච්චි වන යාන්ත්‍රණ කිහිපයක් බවයි. පොලිසියේ තනි තනි පුද්ගලයාගේ හිතුමතයට මෙලෙස හැසිරෙන්නේ නැත. මේ ආණ්ඩුව පොලිසිය පවත්වාගෙන යනු ලබන අකාරය පිලිබඳ ප්‍රකාශනයකි. එක් අවස්ථාවකදී යුද්ධයට මුවා වී උතුරට එල්ල කල තුවක්කු දැන් උතුරු දකුණු බේදයකින් තොරව පාවිච්චි වෙමින් ඇත. යහපාලනය,ප්‍රජාතන්ත්‍රවාදය සහ වෙනසක් පිලිබඳ පොරොන්දු දුන් ආණ්ඩුව යටතේද සිදු වෙමින් පවතින්නේ සුපුරුදු මර්දන ක්‍රියාවලියමය. එම නිසා මෙකි තත්වයට එරෙහිව උතුරේත් දකුණේත්  සියලු  පීඩිත කොටස් එක්ව සටන් වැදිය  යුතුය. ජනධිපතිවරයා ශෝක ප්‍රකාශයන් මරණයට පත්වූවන්ට යුක්තිය ඉෂ්ට වන්නේ නැත. ඔහු පවසන පරිදි අපක්ෂපාති පරීක්ෂණ සිදුවන්නේද නැත. ඒ අනුව ඝාතනයට ලක්වූ යාපනය සරසවි සහෝදරවරු දෙදෙනාට යුක්තිය ඉෂ්ඨ කල හැක්කේ එවැනි සියලු බෙදා අතහැර සිදු කරන සටනකිනි. ඒ වෙනුවෙන් පෙළගැසෙන යාපනය සරසවි සහෝදරත්වය සමඟ ලාංකීය ශිෂ්‍ය ව්‍යාපාරය ලෙස අප කොන්දේසි විරහිතව සහය ලබා දෙන බවත් මෙම තත්වයට එරෙහිව අඛණ්ඩව අරගල කරන බවත්   මෙරට පාලකයන්ට අවධාරණය  කරන්නෙමු.

University Grants Commission (UGC) Chairman, Prof. Mohan de Silva said that 1,200 appeal cases have been submitted thus far, by university entry applicants, which are to be reviewed by the UGC according to the new admission and appeal reviewing procedures mentioned in the guide book provided to the students, prior to beginning of the admission process.
In the Guide Book provided to the students, students are requested to apply for maximum 125 Uni-codes out of 250 available codes, as given in the book, when selecting a university and undergraduate according to UGC Chairman.
He added that such applications were rejected at the admission process, failing to grant a suitable university or undergraduate course according to the results obtained by the student.
Students tend to apply for universities without refer- ring to the guide book and include a less number of universities, under the assumption that the process would be the same as before, however, the new admission procedure requires the student to provide the requested number of uni-codes to grant university admission, he said.
Therefore, students were disqualified as they had not included the uni-codes in the university entry application, even though they are qualified to enter a different university under the same undergraduate course or to a different course.
He said that the appeal process is set to grant vacancies to appellants after providing available vacancies in universities and undergraduates to initial applicants, since the appellants have failed to follow the entry process as mentioned in the guidelines provided in the book.

Also, students are not allowed to alter undergraduate courses after admission to the university. For example, students admitted for Veterinary Sciences are not permitted to switch to Dental Sciences, he added.

What is the time period in which a candidate could make an Appeal to the UGC?

Appeal should be forwarded to the UGC within four weeks from the date of publishing the Cut-off points (except for those who are selected to university admissions to fill a vacancy)

Are mutual transfers allowed?
No.

How to make a request for inter university transfer or change of course of study?
Candidate who seeks an inter university transfer or a change of course of study, should get him/herself registered with the university to which he/she has been assigned in the first instance.

Then the candidate has to forward a written appeal to the UGC along with the documentary evidence in support of the appeal.

Is it possible to change the university and the course of study to which the candidate has been assigned?

Yes, but there is no guarantee that every request for inter university transfer or change the course of study will be accommodated.

What is the method of determine the applicant’s district for university admission?

The district of any candidate (whether school or private) will be the district of location of school in which the candidate was enrolled (on the basis of school records) for the highest number of days during the three-year period ending on the last day of the month immediately preceding the month in which he/she sat the G.C.E (A/L) examination to qualify for admission even in case of having proof of residence in another district for a period more than the days he/she was enrolled in a school specified above.

However, the district of a candidate who has been enrolled in a school/schools for a period of less than one year during the three-year period stipulated above will be determined on the basis of the location of school/schools which he/she had been enrolled, permanent place of residence of the candidate and other evidence as decided by the UGC.
